Government to reinstate TVET certification council

The government has announced plans to re-establish the TVET curriculum development assessment and certification Council.

CDACC was disbanded in 2021 by the previous regime according to a directive by the former head of public service.

TVET PS Esther Muoria said once this is done,  the government will fully embark on the journey of curriculum reforms in TVET.

Mworia was speaking during the Young Africa works-Youth employability project partners technical forum in Naivasha on Tuesday.

This, she said will ensure a 70/30 per cent Industry/College training curriculum, where students take 70 per cent training in the industry and the remaining 30 per cent in the college.

Muoria said this will also lead to the appointment of new Council members.  The Council has been operating without board members.

“I have already directed my officers to develop a database of all industries in the country with which we shall partner in skills delivery,” Mworia said.

She observed that one of the components of the project seeks to provide CBET training to TVET Trainers.

She added that the activity is key towards the successful rollout of the CBET Strategy in TVETs across the country.

Kenya National Qualifications Authority (KNQA) acting DG Alice Kande underscored the critical role the Authority has to play in ensuring credible qualifications in the country.

On, RPL, Kande said the policy will ensure that learners with no formal education are recognised.

 "A lot is happening outside the classroom and we have to give an opportunity to the disadvantaged groups in society," Kande said.

 She said the government has already developed a policy on the implementation of RPL.

 “This aims to address the inequity in tendering for contracts by jua kali artisans and craftsmen, due to their lack of certification and to secure opportunities for them,” Kande said.

RPL provides a framework for recognition of skills through the award of certificates, based on competence to better enable them to participate in various economic opportunities.
