A senior officer at a county government in Western Kenya openly wept after the governor made several changes in his administration to improve service delivery. The man could not hold back tears upon learning that he had been moved to another “less lucrative” department. The official is now said to be deeply stressed with the realignment as he tended to believe he was the governor’s righthand man. The governor however kept him in the dark about the planned reshuffle.
