A Rift Valley governor who made an impression that he is tough and a no-nonsense man on matters dealing with cartels has gone slow. The county boss is now working quietly from his office and not supervising work in the field as he charged he would during his swearing-in. While it remains unclear what has suddenly punctured and discouraged him, we are told the man has learnt the ways of cartels and has apparently formed an unholy alliance with the syndicate to the extent that he allegedly gets kickbacks from all tenders, some even before the awards are made.
