President William Ruto has nominated seven people to serve as members of the Intergovernmental Relations Technical Committee (IGRTC), a key state agency responsible for coordinating relations between the national and county governments.
The nominations, announced Tuesday in a press release from the Executive Office of the President, have been forwarded for ratification by the National and County Government Coordinating Summit in accordance with the Intergovernmental Relations Act.
"The Head of State and Government has nominated the following persons for appointment as members of the Intergovernmental Relations Technical Committee (IGRTC), subject to ratification by the National and County Government Co-ordinating Summit in accordance with the Intergovernmental Relations Act," the statement said.
The nominees are Wilson Kuria Thuita (Murang'a), Silvya C. Apaa (Busia), Ahmed Kanyara Bishar (Wajir), Pascalyne Ntang'enoi Kimiriri (Laikipia), Ken Riaga (Migori), Evalyn Chepkirui Aruasa (Nakuru) and Mary Nanjala Kilobi (Nairobi).
The committee is established under the Intergovernmental Relations Act, 2012, and serves as a key institution supporting Kenya's devolved system of government by facilitating consultation, cooperation and coordination between the national and county governments, as well as among county governments.
It also acts as the secretariat to the National and County Governments Coordinating Summit and the Council of Governors, facilitating their day-to-day operations and implementing decisions made by the two bodies.
Among its statutory responsibilities are promoting intergovernmental dispute resolution, establishing and coordinating sector working groups, convening meetings of the 47 county secretaries ahead of Summit meetings and coordinating joint policy implementation between the two levels of government.
The committee also assumed the residual functions of the defunct Transition Authority following its dissolution, including overseeing outstanding aspects of the transfer of devolved functions to county governments.
The nominations form part of a wider round of presidential appointments and redeployments announced Tuesday to fill vacancies in constitutional commissions, statutory bodies and other institutions within the Executive.
