Koskei leads fresh push for accountability in public service

Head of Public Service and Chief of Staff Felix Koskei has met heads of audit and representatives of public watchdogs to deliberate on matters to do with accountability.

According to the Chief of Staff, the meeting is part of an ongoing compulsory virtual sessions with civil servants to emphasize on the need for transparency, accountability and ending impunity. 

All heads of internal audit from state departments were taken through their role in the strict implementation of the matrix of lawful consequences for infractions in the public service.

“Earlier this morning, I convened a virtual meeting of Heads of Internal Audit, with representatives from the Office of the Auditor-General, the Ethics and Anti-Corruption Commission, the Public Service Commission, and the Office of the Ombudsman, to reaffirm the government’s commitment to accountability and consequence management,” Koskei said in a statement.

EACC Chief Executive Abdi Mahmoud and Ombudsman Charles Dulo were among those who logged in for the session held today Monday, November 10, 2025. 

He said internal audit forms the foundation of effective governance, ensuring public resources are used lawfully and government targets are met.

“Officers were sensitised to standards and sanctions governing conduct, with emphasis on rigorous, evidence-based audits to verify compliance with government circulars, strengthening a professional, accountable, and trusted public service.”

Last month, Koskei directed all public servants to attend mandatory online sensitisation and training on addressing inefficiency, impunity and corruption.

Tomorrow, all members of the boards of state corporations and members of constitutional commissions and independent offices will be enlightened on strict oversight over the implementation of the matrix of lawful consequences for infractions in the public service.

The exercise will conclude on November 12, involving all CEOs of state corporations and constitutional commissions and independent offices on the strict implementation of the matrix of lawful consequences for infractions in the public service.

The public officers have been given a link through which they log in and attend the meetings on a Zoom platform for a period of two weeks.

The trainings and sensitisation are being used as a forum to reiterate the roles of various officers in addressing impunity, indiscipline, inefficiency and corruption in the civil service.

The exercise that commenced on October 29, 2025, is slated to end on November 12, 2025, according to a circular from Koskei’s office.

The document signed by Athur Osiya on behalf of Koskei, which is copied to all cabinet secretaries and the Attorney General, states that upon registration, each participant will receive a link for the virtual meeting.

The public officers have been directed to provide group particulars, which include their names, designations and respective public entity that must be compiled and posted in the chat section of the meeting so that it’s captured in the recordings of the meetings.

The first lot that attended the meeting two weeks ago was taken through responsibilities of duty bearers in ensuring zero fault audit status in the impending auditors for 2024/25 by the Auditor General.

This group included all members of the ministerial auditor committees, all heads of internal audit from state departments and agencies, and all members of the public finance management committees, excluding Principal Secretaries.

On October 30, a second cohort was taken through the revised bi-annual reporting tool for Regulatory Authorities and Agencies (RAAs), with the agencies expected to produce a report after the training.

The lot included all chairs of RAAs, their CEOs, their corporation secretaries, their heads of audit, chairpersons of standing committees for the revitalisation and re-energisation of RAAs in respective state departments.

“All accounting officers are directed to ensure, through their human resource departments, that all staff of all cadres under their ward under this sensitisation and trained during any of the days as is convenient and keep a record of the same. Further, chairpersons and CEOs who may wish to attend the sensitisation and training again are welcome to do so,” Koskei’s circular adds.
