The Independent Policing Oversight Authority (IPOA) has initiated investigations into the death of Dalphine Mwangi, a 22-year-old student at Kitale National Polytechnic in Trans Nzoia County.

In a statement, IPOA said the incident occurred on October 21, 2025, and reportedly involved a police officer.

The National Police Service notified the Authority of the shooting the following day.

According to IPOA, Mwangi sustained a gunshot wound to the head and was initially taken to Kijana Wamalwa Hospital before being transferred to Top Hill Hospital in Eldoret, where he died on October 24, 2025.

Preliminary inquiries indicate that the officer linked to the incident has been arrested, presented in court, and is currently detained at Kiminini Police Station pending completion of investigations.

The Authority reported that progress in the investigation includes recording statements from witnesses and police officers, collecting relevant official and documentary evidence, and securing a 10-day custodial order for the officer to facilitate the investigation.

IPOA also attended the post-mortem examination on October 25, 2025, visited the crime scene, and collected forensic evidence.

“Upon conclusion, the Authority will make appropriate recommendations in accordance with the law,” the statement said, while also appealing to the public for calm as investigations continue.

This comes days after IPOA opened investigations into an alleged assault of a minor in Narok South Subcounty.

The minor was reportedly arrested and detained at a police station on suspicion of a petty offence and is currently receiving treatment at Narok County Referral Hospital.

IPOA said its inquiry aims to establish the circumstances surrounding the alleged arrest and injury of the minor and will guide subsequent action, including recommendations if police involvement is confirmed.

The Authority reaffirmed its commitment to impartial investigations, upholding accountability within the police service and ensuring that alleged misconduct is addressed in accordance with the Constitution.

“The Authority is committed to conducting this and other investigations impartially as it fulfils its mandate of holding the police accountable and advancing the objectives of Article 244 of the Constitution,” IPOA concluded.
