IT IS ALLEGED that two former senior officials are secretly advocating for a multibillion-dollar tender to be awarded to a specific foreign company. They are allegedly leveraging their influence through a senior official at a critical state agency, which is preparing for a national exercise in two years. The group is so determined that they have supposedly prearranged how to split the financial gains once the deal is secured.
