

Details of the interdiction letter for Nairobi Central Police Station Officer Commanding Station (OCS) Samson have been revealed.
According to an interdiction letter dated June 9, 2025, Talaam will now be on half salary from the date of issuance of the letter, pending the outcome of the case levelled against him.
Talaam was interdicted from duty following the death of Albert Ojwang, who died while in police custody at the Central Police Station in Nairobi.
Talaam was relieved of his duties after Ojwang was found unconscious and later died under unclear circumstances.
The interdiction order was issued by Regional Police Commander George Sedah and copied to the Deputy Inspector General of Police.
"By the reason of this interdiction, your appointment as a police officer shall not cease, but powers, privileges and benefits shall be suspended. You shall continue to be subjected to the discipline and penalties provided under the National Police Service Act 11 of 2014 as if you had not been interdicted," the letter reads.
“By a copy of this letter, you are required to surrender your certificate of appointment and all items of government and police kit issued to you, to subcounty quartermaster stores and pay for any deficiency (ies) noted,” the letter directs.
Talaam has also been directed to vacate the government quarters he is presently occupying with immediate effect.
According to the letter, section 14(9) of Legal Notice No 90 of the National Police Service Commission Act No 30 of 2011 has been invoked, ordering the subcounty Police Commander Central to direct Talaam to proceed to his permanent residence, where he will be reporting for accountability.
Talaam, who has served for 29 years in the service, has also been ordered to report to Eldoret Police Station, where he will remain under supervision.
The case remains pending as authorities determine whether disciplinary or criminal charges will be levelled against the officer.
Albert Ojwang, 31, a teacher and a blogger, was arrested at their home in Homa Bay and booked at Mawego Police Station before being transferred to Nairobi.
It was earlier alleged that he banged his head against a wall, but an autopsy done on June 9, 2025, revealed that he had died of strangulation and blunt force trauma.
The suspect had been booked at the station on June 7, 2025, under OB number 136/7/6/2025. The case is now under investigation by the Internal Police Oversight Authority (IPOA).
