Isiolo assembly clerk dismisses claims of Governor Abdi Guyo's impeachment

Boru Gutracha said there's a court order prohibiting MCAs from advancing ouster proceedings.

Clerk of the Isiolo county assembly, Salad Boru Gutracha, has refuted reports that Governor Abdi Ibrahim Guyo has been impeached, terming the reports “misleading and inaccurate”.

In a statement Thursday evening, Gutracha denied that the county assembly convened a sitting on June 26 to initiate or advance impeachment proceedings against the governor.

“No such sitting has been convened, held, or facilitated by this office,” the clerk said.

His remarks come amid widespread reports that 16 out of 18 members of the Isiolo county assembly (MCAs) voted on Thursday in a closed-door session to impeach Guyo on grounds of alleged gross misconduct, abuse of office, and violations of the constitution.

The motion was reportedly tabled by Sericho MCA Abubakar Godana.

However, Gutracha insisted that the assembly was barred by active court orders from engaging in any such process.

“There are explicit court orders prohibiting the county assembly from advancing the impeachment proceedings against the Governor at this time. The assembly is fully bound by these orders and remains committed to upholding the rule of law and constitutional due processes,” he said.

He further clarified that his office had not issued any notice, order paper, or deployed officers to facilitate a sitting of the assembly on the matter.

“This office has not facilitated any proceedings—formal or informal—on the issue. The impeachment of a governor is a solemn constitutional process, guided by the law and structured procedure,” Gutracha pointed out.

He advised the public to disregard any claims of an impeachment process having taken place, affirming the Assembly’s commitment to transparency, legality, and adherence to standing judicial directives. 

Earlier, Guyo issued a strong denial dismissing the alleged vote to remove him as a “null and void” process that lacked legal and procedural basis. 

The governor’s office emphasised that no lawful impeachment had taken place and that the process allegedly undertaken by some MCAs had ignored constitutional safeguards, including the Governor’s right to a fair hearing under Article 50 of the constitution.
