Drama ensued at the Kiambu County Assembly on Thursday, after a section of MCAs led by majority leader Gideon Gachara stormed the assembly in an attempt to lock out Speaker Stephen Ndicho.

The speaker who was at the precincts is alleged to have drawn out his gun in retaliation, threatening the assembly members.

In videos obtained by the Star, the MCAs were carrying chains and padlocks as area police whisked away Ndicho.

He later returned after the scuffle had settled.

The assembly members accuse the speaker of presiding over corruption in the assembly's development projects and kicking out the assembly clerk, replacing him with another clerk who will help cover up his deeds.

"The speaker has been on a rampage of chasing away clerks who do not conform to his wishes and started with John Mutie, then brought Igogo, Ndirangu and now Simon Rugu and because they had chased Mutie away illegally since he is the current gazetted assembly clerk," said Gachara.

"Mutie had been sent to be the clerk for Kiambu county municipalities whose term had ended. The speaker refused to allow him return to his post because he knows Mutie will unearth his illegal deeds."

Speaker Ndicho has, however, denied the allegations insisting that only 14 out of 93 members of the assembly are being used by Governor James Nyoro to intimidate him.

"14 MCAs came and stormed my meeting with board members and had chains and padlocks to close the assembly," he said.

This according to him, it is because he declared his candidature for the Kiambu gubernatorial seat in 2022.

He also denied drawing a gun to the members, saying that he has a security officer with him who is always armed and he didn't have a need for it.

Attempts to get Governor James Nyoro were futile since he was in a meeting by the time of going to press.

Majority leader Gachara said operations at the assembly have not been going on well which led to the speaker suspending sessions unceremoniously before the time set for recess which was December 1, 2021.

"We were shocked to learn that the speaker closed the assembly in an unprocedural manner. We asked ourselves why he could do so and concluded that it was because as MCAs we have been asking him queries over usage of assembly funds, with no answers," he said.

Gachara who is Ndeiya ward MCA said that together with his colleagues they had asked the speaker to allow them resume sittings to address matters of urgency which include the supplementary budget.

The speaker however, said he acted on standing orders to suspend the assembly since there was a fracas in the assembly, and that the suspension does not mean the assembly's business has stopped.

"If the executive has a business of supplementary budget they should come and I will gazette and call my members to conduct business," Ndicho said.
