Cops offer Sh50m bounty on Bwire, 4 other terror suspects planning attack

Tales about missing terror convict Elgiva Bwire took a new twist on Tuesday after the state announced he had gone underground, is armed and dangerous and put a Sh10 million bounty on his head.  

He is among five individuals the DCI describes as armed and dangerous who have either joined terror groups including al Shabaab and ISIS or have gone underground, planning attacks.

Given that Bwire alongside his lawyer Hassan Nandwa and his mother were taken by unknown persons on the same day, but Nandwa and the rest except him have since been released, it was widely believed that the convict was in the hands of the state. 

The self-confessed al Shaabab member had been convicted of launching twin grenade attacks during Mashujaa day celebrations at Nyayo stadium in Nairobi. 

Bwire had been released on Thursday, October 28 from Kamiti Maximum prison after serving a 10-year prison term since 2011.

Also known variously as Seif Deen Mohamed aka Japhar aka Japhel Okuku aka Abu Muadh, the government through the DCI put out a poster claiming that the convict had disappeared upon being released from the prison and had vowed to carry out retaliatory attacks on civilians to revisit his jailing.

"Elgiva vowed [while in jail] to carry out retaliatory attacks in the country against civilians and security personnel," the poster indicated, adding that he was at large and was believed to be planning to carry out attacks.

"The National Police Service informs members of the public that Elgiver is Armed and Dangerous and appeals for any information regarding his whereabouts." 

Civil society groups including the Law society of Kenya and Muslim clerics had on Monday put the state on notice to release Bwire within 30 days.

Failure to which they would sue top security bosses include CS Fred Matiang'i or PS Karanja Kibicho and police IG Hillary Mutyambai, they said.

Also with a similar police bounty on his head is Salim Rashid Mohammed alias Chotara alias Turki, a terror suspect who had been charged in court but freed on bond. 

The police say he had been linked to various criminal activities in Mombasa and parts of the wider South Coast.

He is said to have slipped out of the country and joined the deadly terror group Daesh also known as Islamic State that is currently fighting in Mozambique. 

Intelligence shows he is armed and dangerous and is about to sneak back into the country and execute a spate of terror attacks. 

Others with similar bounty include Mohammad Abubakar and Barigi Abdikadir Haila.

Abubakar is also known as Minshawary and police say he had crossed into Somalia and joined the terror group al Shaabab. 

Also suspected to have joined the Islamist group is Haila who hails from Manyatta Burji area of Moyale in Marsabit. 

The police say they are armed and dangerous and ask members of the public to volunteer any information on their whereabouts. 

The other five suspects are; Salim Rashid, Trevor Ndwiga, Muhammad Abubakar, Elgiva Bwire and Barigi Abdikadir.

Also known as Chotara aka Turki was out on bond over terrorism charges and is suspected to have joined Daesh/Islamic.

He hails from Mombasa county and was previously linked to various criminal activities in Mombasa and parts of the South Coast.

Ndwiga aka Idriss Jamal who was out on bond is suspected to have joined al-Shabaab in Somalia.

He hails from the Hamza area in Makadara sub county within Nairobi. Trevor and his network plan to sneak back into Kenya to carry out attacks.

Abubakar aka Minshawary is suspected to have joined al-Shabaab in Somalia.

ELGIVA

Bwire aka Seif Deen is an ex terror inmate who was released from Kamiti maximum prison.

He vowed to carry out retaliatory attacks in the county against civilians and security personnel. He has gone underground and is believed to be planning attacks'

Abdikadir Haila recently joined al- Shabaab in Somalia. He hails from Manyatta Burji area Moyale sub county in Marsabit.
