Education CS George on Tuesday accused "unscrupulous cartels" at his ministry of pushing for the reopening of schools.

Magoga said the government would only allow learners back into the classes once the schools meet the required guidelines.

"Be sure that the reopening will be done when schools have met the specified guidelines. Nobody is going intimidate us ," the Education CS told reporters in Kisii.

Magoha said some cartels were operating from private learning institutions following losses in the face of school closures.

" At no time will the government allow cartels to dictate to the government what it should do as regards when and how to restart learning in schools,"said Magoha.

He said the push for school reopening was causing confusion at a time when he learning at the community centres has begun.

Magoha made the remarks even as a lone petitioner filed a case at the High Court  seeking to compel the government to reopen schools.

The petitioner in his argument says the government was doing a disservice to learners by closing schools.

Speaking of preparedness of institutions to restart learning, the CS said most institutions. including national polytechnics, were yet to meet the threshold of standards required to allow learners back.

He said community learning is a well thought strategy that will act as a stop gap for online learning which did not penetrate fully into informal areas.

"There had been complaints and but through the community learning we are helping our young ones," said Magoha.

He instructed principals to ensure they have put measures in place ahead of the anticipated opening of colleges.

He lectured Kisii Polytechnic leadership, saying it has done little to improve the institute long after it was granted a charter for national polytechnic status.
