MACHARIA: State borrowing not a bad idea if money used effectively

Public debt is necessary because Kenya still needs roads, hospitals and schools.

If we were to measure presidential success, as is the fashion now, by the least amount of money borrowed as a state, then Daniel  Arap Moi was the best president we ever had. In 24 years he borrowed less than Kibaki and Uhuru, standing at only Sh619 billion.
