"Eldoret is now a city, and we want orderly operations in all sectors, including the transport sector," Serem said. "We have put in place a strong enforcement team to ensure full compliance."
Key initiatives include designating new matatu and bus stages, alongside enhanced enforcement of traffic regulations.
The city administration has also installed traffic lights to manage vehicle flow and reduce jams, with county traffic marshals and police working collaboratively on enforcement.
The executive further announced plans to meet and sensitise matatu Saccos and boda boda operators to ensure adherence to traffic regulations.
Serem's announcement came during a recent engagement aimed at resolving a protracted conflict between members of the Burnt Forest Travellers Sacco and 2Ways Sacco, both operating on the Eldoret-Burnt Forest route.
The dispute primarily revolved around route allocation, management practices and slot allocation at Sosiani bus station. Initially, both Saccos operated under a single entity, Burnt Forest Sacco.
During a round table meeting with officials from the conflicting Sacco, Serem underscored the need to prevent "scrambling over passengers" and ensure security at matatu stages for smooth operations.
He stressed that Governor Jonathan Bii call for peace, healthy competition, cohesion and unity among leaders, business people and the community.
"As an administration, we are keen to promoting transparency, equity, equality, accountability and fair practices within Saccos," Serem said.
"We are also working to strengthen the enforcement of traffic laws and regulations, aiming to create a more level playing field for all matatu operators in Eldoret City."
In line with the Nguzo Kumi agenda, Governor Bii has overseen several projects benefiting the matatu sector, including the rehabilitation of the Eldoret main bus park, construction of a new bus station at Fims area and improvement of drainage systems in bus parks such as Sosiani and Trocadero.
The installation of smart traffic lights is also expected to reduce congestion and enhance transportation efficiency.
Serem pledged ongoing engagement with all stakeholders to further streamline operations and resolve conflicts, ultimately improving service delivery for commuters.
Among those present at the meeting were Ruth Samoei (acting chief officer cooperatives and enterprise development), Drusillah Cherogony (acting director cooperative development), Loice Kebenei (legal officer), Peter Sawe (chairman, Burnt Forest Travellers Sacco) and Laban Kibiwot (chairman, 2Ways Sacco).
