DPP asks court to find Chesang has case to answer

Said she forged academic certificates and secured employment and promotions.

The office of the Director of Public Prosecutions has said they have produced overwhelming evidence to warrant a senior human resource manager at the Rural Electrification Authority (REA) be made to defend herself in a forgery case.

In its submissions filed before the court, the DPP said they were able to demonstrate that Irene Chesang forged academic certificates and passed them as genuine papers to secure employment and subsequent promotions.

Chesang was in February 2021 charged with over 10 counts of forgery.

She has been accused of forging several documents including an academic certificate from Solian Girls High School, a bachelor’s degree, academic transcripts from United States International University, an exemption letter from KASNEB, and a letter purportedly from USIU.

Chesang also faces two counts of acquiring public property in monetary form amounting to over sh 10 million from Kenya Wildlife Service and Rural Electrification Authority.

The prosecution has closed its case after calling 17 witnesses and producing seventy-one exhibits to prove the charges levelled against her.

The prosecution in its submissions says Chesang presented these documents to public institutions knowing that the same were false documents.

Chesang was first employed by the Kenya Wildlife Service and later by the Rural Electrification Authority.

The prosecution acknowledged that Chesang was a student at USIU but said she had not graduated before securing employment.

They said they have clearly demonstrated that Chesang knew what she was doing and the court should find that the accused has a case to answer.

"It was not an error or mistake, these offences were premeditated, meticulously planned, and executed by other than the accused person,"

One of the witnesses the prosecution called was the Human Resource Manager at the Rural Electrification Authority Evelyn Koech.

Evelyn testified that Chesang was indeed an employee of the Authority and had on various occasions attended promotional interviews at the institutions.

The witness produced Chesang's academic documents, employment records, and others which were part of her records at the institution.

Isabella Nanjala the Principal Solian Girls presented evidence showing that the accused person did not sit the Kenya National Examination Council examinations in the year 1996.

She produced the 1996 nominal roll for Solian High School and confirmed that Chesang’s name does not appear as one of the candidates.

"From the foregoing, it is clear that the prosecution has demonstrated that the accused person, Irene Chesang was the architect and beneficiary of the alleged offences as specified in the charge sheet," submitted the prosecution.

"We do pray that the accused person be placed on her defence as the documents presented to the institutions and subsequently relied upon in offering the accused person gainful employment were all forgeries as has been established by the witnesses and experts report and exhibits produced, "added the DPP
