Budget discipline must come before new taxes

Particular attention must be paid to expenditure that offers little direct benefit to ordinary Kenyans

The unveiling of the Sh4.8 trillion budget presents a difficult reality. With projected revenues of about Sh3.67 trillion against expenditure of Sh4.8 trillion, the government faces a financing gap of more than Sh1.1 trillion that will largely be covered through borrowing.

This should be a wake-up call for fiscal discipline. Before asking taxpayers to contribute more, the government must first demonstrate prudent use of public resources. Recurrent expenditure is set to consume Sh2.05 trillion, while debt repayments through the Consolidated Fund Services will take a staggering Sh1.5 trillion.

Particular attention must be paid to expenditure that offers little direct benefit to ordinary Kenyans. Foreign travel, conferences, hospitality and entertainment budgets across government agencies should be significantly reduced.

In recent years, official travel and hospitality spending have repeatedly attracted public scrutiny despite repeated calls for austerity. Resources saved from such expenditures can be redirected to productive sectors that create jobs and improve livelihoods.

The Sh567.3 billion allocation to security—covering defence, police, intelligence and related agencies—is among the largest sectoral allocations in the budget.

While security remains important, every allocation must be subjected to rigorous value-for-money audits to ensure taxpayers receive maximum returns from public spending.

Most importantly, the government should cushion taxpayers, especially salaried workers. A review of PAYE bands and rates would increase disposable income, stimulate economic activity and provide much-needed relief to households battling a high cost of living.

Kenya's fiscal challenge will not be solved through more borrowing. It will be solved through spending discipline, accountability and ensuring every public shilling works for the people.
