VAR is perceived to be consistent when it intervenes more often
AR is used in one in every three games in the World Cup, whereas it's just under one in every three in the Premier League.
Perception has changed slightly. In the group stage, people had the idea VAR would be staying out of things. When we got to the knockouts, people are starting to think it isn’t quite so smooth.
Like we see in the Premier League, when you try to have a higher bar on things, it’s far more difficult to get that subjective point. When you have 30 different VARs all trying to have the same subjective bar, managing to do that is nearly impossible.
That’s why it looks better in the Champions League, because you have an intervention every other game and because they get involved in so much, it looks consistent because there is not so much opinion going on.
