Principal Secretary for Medical Services, Dr Ouma Oluga has reaffirmed the Ministry of Health`s commitment to ensuring that the Universal Health Coverage (UHC) programme delivers meaningful results to Kenyans.

The PS has called for a unified approach and a renewed sense of responsibility within the health sector to achieve the results.

Speaking during a strategy meeting with the Directorate of Policy, Digital Health and innovations, Dr Oluga emphasised the need to restore public trust in the health care system.

“Our work must restore order to the health sector, promote the health of our people, reduce the burden of disease, and lower mortality rates. Universal Health Coverage ( UHC) implementation must be seamless and impactful to regain public confidence,” he said.

He emphasised that changes require a new way of doing things, urging ministry staff to fully embrace change and work collaboratively, adding that transformation in the health sector depends on collective effort.

“Everyone must contribute and work together. Public trust depends on how we show up, how we deliver, and how we lead,” he remarked.

Dr Oluga highlighted the ministry’s pivotal role in shaping health care policy and encouraged the staff to focus on legacy and long-term impact.

“What you do must outlive you. The work of the State Department of Medical Services does not exist in isolation. It must align with the broader Ministry agenda. It is essential that we deliver the full mandate of this State Department and work together to achieve our collective goals,” he remarked.

Committed to fostering collaboration and accountability, Dr. Oluga reiterated his open-door policy and emphasised that institutional stability relies on discipline, adherence to rules, and a strong work ethic.

“Apply yourself fully to the task at hand. Discipline, commitment, and clarity of purpose are key.”

He reminded the staff that effective transformation doesn’t always require complex solutions, but can often be achieved from simple, consistent actions.

“Sometimes, it’s the simple things we do consistently that create the greatest impact. We need big, straightforward ideas that will ripple across the system, we need big straightforward ideas that will ripple across the system,” he said.
