CSs need to be given time, Kirwa says after Ruto dress down

Kirwa said the CSs are qualified and are struggling to create synergy in the ministries.

Former Agriculture minister Kipruto Arap Kirwa

Former Agriculture minister Kipruto Arap Kirwa has urged President William Ruto to give his Cabinet Secretaries ample time to comprehend what goes on in their various dockets. 

Kirwa said most of the CSs are qualified Kenyans and they are simply dealing with the challenge of creating synergy in the ministry.  

He spoke on Wednesday during an interview with K24. 

"I beg the President, give them time. Don't sack them and bring another team then you sack them again. You may win the next election by sacking people, but the truth of the matter is you will not have performed to the best of our expectation," Kirwa said. 

He said the best way to handle the ministers is to allow them space to do their work and to summon their teams and get briefs. 

In his opinion, there is no way one can learn about a ministry in one or two days. 

Kirwa said he understands the hardships of being a CS as he served as the minister for Agriculture during Former President Mwai Kibaki's tenure from 2002. 

"It took me a bit of time to understand my ministry, and I want to declare that during the first performance contract signing, my ministry was number one out of all the ministries," he said. 

He added that most of the parastatals under his ministry were performing well. 

"If I was to advise the ministers, I would say they should spend time building on the human resources that you have," Kirwa said.  

On Tuesday, Ruto called his ministers to the State House for them to sign their performance contracts. 

Following interactions with his CSs and PSs, Ruto said some are clueless about what is happening in their respective departments and ministries.
