Primary school teachers and headteachers have benchmarked several countries whose education system is almost similar to CBC.
The unions have benchmarked Finland, France, Wales, Canada, New Zealand, Denmark, Italy, Australia, India, South Korea, Serbia, Spain, Brazil, Egypt and Morocco.
From the benchmark, Knut SG Collins Oyuu and his team made fresh proposals for the management of Grade 7 in primary schools.
“In the Finland system which is closer to CBC, there is Grade 1-2, Grade 3-6 and Grade 7-9,” Oyuu said.
Therefore, he proposed that pre-primary and JSS form a comprehensive school which will run from Grades 1-9.
This means, Westland's Primary and Junior secondary, for example, would be renamed to Westland's Comprehensive School.
"JSS should not be treated as an independent school, it should be treated as part of primary school," he said.
He added that Kenya Primary School Heads Association is working to give a lead to management systems in JSS.
The unionist proposed that primary schools that is Grade 1-6 and Grade 7- 9 should be run by one board of management.
"JSS should be run by the same committee, then the board can be improved by adding more resourceful persons who will be JSS committee members," he said.
On teachers shortage, Oyuu called on TSC to review the hiring policy for Grade C plus.
He said teachers who scored a C plain can as well teach the Grade 7 students.
"Teachers in primary schools with degrees and diplomas should be deployed to teach JSS. The requirement of C plus should be reviewed," he added.
Currently, more than 1.2 million Grade 7 students are in the second month of first term.
