Police reforms taskforce starts collecting views

The journey to reform police and prison service kicked off on Monday at the Bomas of Kenya, Nairobi.

The National Taskforce on Improvement of Terms and Conditions of Service and other Reforms for Members of the National Police Service and Kenya Prisons Service began to collect views from the public and stakeholders in the security sector.

The hearings on Monday were, however, held in camera due to the sensitivity of the presentations.

Chairperson of the taskforce retired Chief Justice David Maraga announced Tuesday's session will also be held in camera.

"We will hear submissions from National Prisons Service, Kenya Prisons Service and State agencies on Monday and Tuesday. Due to the sensitive nature of the presentations, hearings will be on camera. Subsequent meetings across the country will be open," he said.

He said the 20-member task force will divide itself into several teams and tour all 47 counties from 6-17 February.

The task force was appointed by President William Ruto in a gazette notice dated December 21, 2022.

"The terms of reference of the task force are to review the human capital management and development policies with a view of examining and reviewing standards and practices in recruitment, deployment, transfers, training, career progression, performance-based and competitive promotions, reward, exit and post-exit management,” the notice said.

Maraga said the taskforce said it will identify legal, policy, administrative, institutional and operational constraints on effective service delivery by the Kenya Police Service and Kenya Prisons Service.

He said it will also review and recommend improvement of terms and conditions of the service.

He added that they will further review and recommend matters relating to the welfare of officers in all cadres and all other matters incidental to optimal service delivery.

Maraga called on organised groups, individuals and institutions to submit their proposals at the hearings.

He assured those who will make presentations that they will remain anonymous if they so wish.

"We will not say where we got the information from if one is likely to be victmised," he assured.
