Ghost schools and fraudulent capitation payments: What Auditor General found

    The Auditor General has uncovered shocking mismanagement of capitation funds between the 2020/2021 and 2023/2024 financial years.

    A total of Sh3.7 billion was disbursed to 33 non-existent schools, while Sh3.5 billion was overfunded in secondary schools.

    Additionally, Sh30.8 million and Sh79.4 million were irregularly paid to junior secondary and primary schools, respectively.

    Thirteen schools received Sh11.02 million under names differing from official NEMIS records, and ghost students were found in 723 of 1,039 sampled schools.

    The report also flagged six closed schools that received nearly Sh900,000 and three schools sharing a single bank account but receiving Sh103.3 million.

    Discrepancies spanned 32 counties, casting doubt on the reliability of government education data and raising urgent accountability questions.
