1.5 million ID cards produced as government digitises 42 million records

The achievements come amid a broader push to improve access to government services

The government produced more than 1.5 million national identity cards and digitised over 42 million vital records in the 2025/26 financial year as it accelerated efforts to modernise public services and drive Kenya's digital transformation agenda.

The milestones were announced on Monday by Principal Secretary for Immigration and Citizen Services Belio Kipsang during an end-of-financial-year briefing to Interior Cabinet Secretary Kipchumba Murkomen.

The achievements come amid a broader push to improve access to government services, reduce waiting times and strengthen identity management systems across the country.

Kipsang said the State Department for Immigration and Citizen Services significantly ramped up ID card production between January and May 2026.

“Notably, we accelerated the production of national identity cards, producing over 1.5 million cards between January and May 2026 alone, and digitised over 42 million vital records to streamline the Civil Registration and Vital Statistics System (CRVSS),” he said.

The department also reported major improvements in passport processing, with waiting times reduced to between three and seven days following operational reforms.

“In the Directorate of Immigration Services, we streamlined passport processing times to between three and seven days,” Kipsang said.

The government's digital service platform, eCitizen, also continued to expand its reach, with more than 26,000 services now available online.

“On the digital front, eCitizen has expanded to over 26,000 services,” he said.

Kipsang further announced the completion of the Shirika Plan implementation matrix, a framework aimed at shifting refugee management towards a long-term socio-economic inclusion model.

The programme targets the 852,388 refugees currently registered in Kenya.

“Furthermore, we finalised the Shirika Plan implementation matrix to transition refugee governance into a sustainable socio-economic inclusion framework for the 852,388 refugees currently registered in the country,” he said.

The update comes as the State Department closes the 2025/26 financial year and prepares to roll out programmes for the next financial cycle, with a continued focus on identity management, immigration services, digital transformation and refugee affairs.
