The National Assembly on Thursday observed a moment of silence in honour of the late former Prime Minister Raila Odinga before Treasury Cabinet Secretary John Mbadi began presenting the 2026-27 Budget Statement.
Mbadi interrupted his opening remarks to pay tribute to Raila, describing him as a patriot, national hero and a champion of economic justice, democracy and equal opportunity.
The tribute marked the first Budget Statement to be presented since Raila's death.
Addressing the House, Mbadi said Raila's legacy continued to inspire the country's efforts to transform the economy and improve the lives of Kenyans.
"This is the first budget since the passing of the late Right Honourable Raila Odinga, who is fondly remembered as a patriot and national hero and most forcefully championed economic justice, democracy and equal opportunity for all Kenyans," Mbadi said.
"In honour of his immense contribution to our country, I would politely request and invite members of this esteemed House to observe a moment."
Members of Parliament, cabinet secretaries, senior government officials and guests in the public gallery stood as the House fell silent.
After the moment of silence, chants of "Jowi, Jowi" were heard in the chamber before Mbadi proceeded with the Budget Statement.
The Treasury CS later said Raila had been a key partner in the broad-based arrangement and that the budget reflected aspirations of transforming Kenya into a newly industrialised middle-income economy.
