IEBC chairperson Erastus Ethekon addressing the media / IEBC XThe Independent Electoral and Boundaries Commission (IEBC) has officially gazetted winners of the by-elections conducted on November 27, 2025, paving the way for their swearing-in on Tuesday, December 2, 2025.
In a gazette notice dated December 1, 2025, the commission confirmed the successful candidates across the Senate, National Assembly, and county assembly races, declaring them duly elected after securing the majority of votes in their respective contests.
“In exercise of the powers conferred by Articles 88 (4), 97 (1) (a), 98 (1) (a), 101, 177 (1) (a) and 194 of the Constitution of Kenya, section 4 of the Independent Electoral and Boundaries Commission Act, sections 39 (1), 1A and (18) of the Elections Act, Regulations 83 (1) (e) and (f) and 87 (2) (b) and 3 (h) of the Elections (General) Regulations, 2012, the Independent Electoral and Boundaries Commission declares that the persons whose names are listed in the First, Second and Third Schedules hereunder were elected to the Senate, National Assembly and County Assemblies having received the majority of the votes cast in the By-Elections held on the November 27, 2025 and complied with the provisions of the Elections Act and the Constitution,” the notice read.
In Baringo County, Kiprono Chemetei of the United Democratic Alliance (UDA) was declared the new Senator after garnering 55,246 votes. In Kilifi County, Harrison Garama Kombe of the Orange Democratic Movement (ODM) was confirmed as the Member of the National Assembly for Magarini Constituency after securing 17,909 votes.
Mandera County’s Banissa Constituency went to Hassan Ahmed Malim of UDA, who received 10,431 votes. In Meru County, Lewa Muthee Mwenda, also of UDA, was elected the MP for North Igembe Constituency with 15,802 votes.
Kakamega County’s Malava Constituency seat was won by Ndakwa David Amutallah of UDA after he garnered 21,564 votes.
In Siaya County, Omondi Moses Okoth of the Orange Democratic Movement (ODM) was declared the MP for Ugunja Constituency with 9,447 votes, while in Homa Bay County, Ongondo Boyd Were of ODM clinched the Kasipul Constituency seat after securing 16,819 votes.
At the county assembly level, Sophia Hamadawa of UDA won the Chewani Ward seat in Tana River County with 1,427 votes.
In Garissa County, Hassan Aden of UDA was elected the MCA for Fafi Ward after garnering 1,414 votes among others.
In its notice, the IEBC stated that it exercised its mandate under Articles 88 and 101 of the Constitution, as well as relevant provisions of the Elections Act and Elections (General) Regulations, to declare the results.
The commission also noted that the declarations comply with electoral laws governing by-elections.
The newly elected leaders are expected to take office on Tuesday, December 1, marking the final step in the by-election cycle that opened following various vacancies across the affected counties.
