Nairobi Governor Johnson Sakaja has announced the appointment of six Borough Managers and reorganised 17 Sub-County and Ward Administrators in a move aimed at improving service delivery across the city.

The announcement, made on Wednesday, is part of a broader plan to decentralise governance and bring County services closer to residents.

“This is a historical moment for Nairobi. This reorganisation and the appointment of the six (6) Borough Managers are just not administrative changes, but a critical shift in how we will serve Nairobians going forward,” Governor Sakaja said.

“Our intention is to move City Hall and our services closer to Nairobians by ensuring that every corner of the city has a champion accountable for local service delivery. Our goal is also to cut unnecessary bottlenecks and ensure that every resident feels the impact of a working and responsive county government.”

The governor said the restructuring is designed to enhance accountability and streamline operations, allowing sub-county and Ward Administrators to perform their duties more efficiently.

“This reorganisation aligns with Governor Sakaja’s commitment to making Nairobi a working city that serves all its residents efficiently and effectively,” the statement reads.

Under the new structure, Nairobi County will be governed through six newly established Boroughs, each led by a Borough Manager.

The Central Borough, covering Starehe, Mathare, and Kamukunji, will be managed by Charles Mabonga, with a service center at City Hall.

The Eastern Borough, covering Embakasi North, Embakasi West, and Embakasi Central, will be led by George Muga, headquartered at the Sub County Administrator’s office in Umoja I.

Janet Kimeu has been appointed to manage the Western Borough, which includes Westlands, Dagoretti North, and Dagoretti South, with a service center at City Park.

The South Eastern Borough, covering Embakasi South, Embakasi East, and Makadara, will be managed by John Saruni from the Huduma Centre in Makadara. Dabasso Wario will head the Southern Borough, covering Kibra and Lang’ata, based at the Social Hall.

The Northern Borough, including Kasarani, Ruaraka, and Roysambu, will be managed by Serah Gichamba, headquartered at Gatharaini grounds.

Governor Sakaja described the move as a transformative step toward decentralizing County functions and reforming governance in Nairobi. He said the appointments and administrative changes will ensure that local services are more responsive and accessible to residents, reducing bottlenecks and improving efficiency.

The reorganization comes as part of Governor Sakaja’s ongoing efforts to modernize Nairobi’s administrative framework, strengthen accountability, and ensure that all residents experience tangible benefits from the County government.

The creation of Boroughs is expected to enhance coordination between the County government and residents while empowering local administrators to address community-specific challenges directly.
