UDA: We'll honour Raila by fully implementing NADCO report, 10-point agenda

The ruling United Democratic Alliance has vowed to fully implement the Nadco report and the 10-point agenda signed between President William Ruto and former Prime Minister Raila Odinga.

Speaking on Friday during the opening of a new UDA office in Vihiga county, secretary general Hassan Omar said that would be the best way to honour the late ODM leader, whose death a month ago came before what was envisioned under the two treaties could be realised.

"God in His own wisdom allowed us to have a coalition with ODM. As UDA, we will make sure we respect the selflessness of the late Raila Odinga by ensuring all that was agreed upon, word for word, to spirit and letter, with William Ruto is implemented," he said.

"It is the best honour we can give the fallen hero of Kenya, Raila Odinga."

Omar said full implementation of the National Dialogue Committee (Nadco) report and the 10-point agenda would help the Kenya Kwanza government achieve its Bottom-Up development plan.

"We will achieve the kind of leadership we have proposed, we shall stabilise the economy just like we said and continue to strengthen it," he said.

The Nadco report was finalised and signed on November 25, 2023, and officially tabled in the National Assembly on December 7, 2023, and in the Senate on February 21, 2024.

The report, crafted by appointed representatives from both UDA and ODM, proposed constitutional, legal and policy reforms to address national issues.

Key recommendations included tackling the cost of living, reforming the electoral commission and auditing the 2022 election, and creating offices for the Leader of the Official Opposition and the Prime Minister.

It also suggested embedding specific funds such as the NG-CDF, NGAAF and the Senate Oversight Fund into the constitution, and creating a framework to actualise the two-thirds gender rule.

Efforts to implement the recommendations are underway, following the formation of a committee in August 2025 to oversee the process.

The 10-point agenda, on the other hand, was signed on March 7, 2025 at the KICC.

The agreement provides a framework for cooperation to resolve socio-economic and political challenges facing Kenya.

It focuses on implementing the Nadco report, promoting inclusivity, strengthening devolution and addressing national debt and corruption.

It also outlines commitments on protecting the sovereignty of the people, youth livelihoods, leadership and integrity, the right to peaceful assembly, and upholding the rule of law and constitutionalism.

Speaking during the signing of the agreement on the steps of the KICC, Raila said the MOU was meant to ease prevailing tensions in the country, reconcile the population and move the nation forward by addressing critical issues facing wananchi.

“As leaders of the largest political parties in the country, we arrived at the understanding that in a time of significant challenges to our nation, it is not enough to merely grandstand or stand aside and criticize, easy as those may be,” he said.

Raila died on October 15 of cardiac arrest while receiving treatment in India.
