A whistleblower is calling for investigations into the recent recruitment of Independent Electoral and Boundaries Commission (IEBC) Commissioners, raising questions about whether the process was conducted transparently and in accordance with the law.

The concerns relate to the commissioner selection exercise that took place earlier this year.

The Kenyan citizen, who works abroad, has lodged a formal protest with the Office of the Registrar of Political Parties (ORPP), requesting an independent review of the procedure.

In a letter dated November 5, 2025, the whistleblower claims that during the recruitment period, a senior figure allegedly made remarks that suggested financial contributions could influence consideration in the final shortlist.

According to the whistleblower, he interpreted the communication from the official as implying that making a payment could potentially improve his chances of advancing in the selection process.

“The request appeared to be framed as a condition for securing consideration in the later stages of the interviews,” the whistleblower states in the document.

He further notes that attempts to engage the individual for clarification were unsuccessful, prompting him to formally escalate the matter.

“I attempted to seek clarity on the matter, but communication broke down,” he writes, adding that he is now seeking institutional intervention.

The whistleblower says he intends to refer the matter to the Directorate of Criminal Investigations (DCI) and the Ethics and Anti-Corruption Commission (EACC) for independent review.

He argues that the issue raises wider public interest concerns relating to trust and integrity in electoral processes.

“The credibility of bodies responsible for managing electoral matters must be beyond reproach. Any unresolved concerns risk eroding public confidence,” he writes.
