A former top official of the Social Health Authority (SHA) is among nine individuals who have been arrested in connection with ongoing investigations into alleged financial irregularities at the institution.

According to the Directorate of Criminal Investigations (DCI), the suspects were expected to appear before the Chief Magistrate’s Court in Milimani, Nairobi, on Thursday, October 30, 2025.

This follows the conclusion of investigations into four separate cases that have been approved for prosecution by the Office of the Director of Public Prosecutions (ODPP).

DCI Director Mohamed Amin confirmed the arrests, noting that they form part of broader efforts to promote accountability and transparency in the management of funds under the Social Health Insurance (SHI) programme.

Investigators said the cases involve the alleged submission of falsified documents and irregular claims related to health services provided under the SHI framework.

The suspects are accused of breaching established financial and operational procedures within the authority.

Police said the suspects are being held in custody pending their court appearance.

 Among those arrested are former senior SHA officials and finance officers alleged to have been involved in the irregular authorisation of payments to certain health facilities.

Investigators noted that in one of the cases, a facility’s contract was reportedly signed months after payments had already been processed, raising concerns about procedural compliance.

Authorities added that another former SHA official is being sought to assist in the ongoing investigations.

In Nairobi County, two individuals were arrested at a private clinic in connection with alleged fraudulent claims and are expected to face charges including conspiracy to defraud, uttering false documents, and handling proceeds of crime under the Proceeds of Crime and Anti-Money Laundering Act (POCAMLA).

Elsewhere in Homa Bay County, several suspects were arrested at two medical facilities over alleged irregular claims amounting to approximately Sh17.6 million.

At one public hospital in Rachuonyo East Sub-County, three health workers were detained for allegedly falsifying health records contrary to the SHI Act.

In another incident, a health worker was arrested at a different facility in the same county over alleged falsification of documents and handling proceeds of crime.

The DCI reiterated that the crackdown will continue as part of efforts to reinforce accountability within the country’s healthcare financing system.
