Health Ministry clarifies UHC workforce transition

The Ministry of Health has maintained that only legitimate UHC staff on duty will transition to Permanent and Pensionable terms from September.

The Ministry of Health has dismissed reports alleging contradictions in its statements regarding the Universal Health Coverage (UHC) workforce.

In a press statement issued on Thursday, Medical Services PS Ouma Oluga termed the reports inaccurate.

The PS clarified that the statement issued by Health Cabinet Secretary Adan Duale on UHC staff focused on converting workers from temporary contracts to permanent and pensionable terms.

On the other hand, his letter to the Council of Governors CEO sought verification of staff currently on duty for payroll cleansing.

"The Principal Secretary’s letter to the Council of Governors CEO focused on verifying which staff are on duty and which are not, for purposes of payroll cleansing," Oluga said.

“This exercise is both routine and legally required as part of the accounting officer’s responsibility,” Oluga explained.

He added that the verification process was agreed upon during a meeting with all County Executive Committee Members for Health on August 21, 2025.

According to the ministry, both the CS statement and the PS letter are aligned and complement each other.

“They reinforce a coordinated reform agenda aimed at ensuring transparency, accountability, and fairness in managing the UHC workforce,” Oluga said.

The ministry reaffirmed that all legitimate UHC staff on duty will transition to permanent and pensionable terms effective September 2025.

“These actions guarantee that every shilling is accounted for and that every legitimate worker on duty is duly paid and transitioned,” the PS stated.

Oluga reiterated the government’s commitment to strengthening the health workforce as a key delivery pillar of Taifa Care while safeguarding public resources.

“The Ministry remains committed to accountability and transparency in managing the health sector,” he said.
