The Office of the Prime Cabinet Secretary has officially launched The Phantom, a new digital platform and quarterly magazine designed to communicate Prime Cabinet Secretary Musalia Mudavadi’s vision for Kenya.

The platform will also highlight Mudavadi’s extensive public service journey.

Unveiled by the Office’s Press Service, The Phantom aims to deliver clear, authentic, and inspiring narratives that will not only shape public opinion but also provide strategic direction in areas such as economic diplomacy, governance, and sustainable development.

The launch event brought together senior government officials and dignitaries, including Principal Secretaries Korir Sing’oei (Foreign Affairs), Aurelia Rono (Parliamentary Affairs), Ahmed Ibrahim (National Government Coordination), as well as Co-operatives University Chancellor Benard Chitunga and Dagoretti South MP John Kiarie.

Speaking at the launch, Mudavadi commended his press team for conceptualising and delivering both the Phantom website and the Phantom Quarterly Magazine.

“Anchored on the values of ‘The gentleman of Kenyan politics, a liberal democrat, and a safe pair of hands,’ The Phantom is envisioned as more than a publication or a digital platform,”  Mudavadi said.

“It represents a space for ideas, dialogue, and exchange—an interactive hub that seeks to amplify Kenya’s voice in economic diplomacy, safeguard our national interests globally, and foster partnerships for trade, investment, and development.”

Drawing from his early days in sports—playing rugby, hockey, and football, and even competing in sprinting and swimming—Mudavadi explained that the name Phantom traces back to his swift and tactical presence on the field, traits that now define his political journey spanning more than three decades.

“In every edition of The Phantom, a window into my journey will be revealed—anchoring the man behind the title,” he said.

“This will be a space where I will speak directly to the people, not only sharing achievements, but also the dreams and ideals that drive me to serve.”

Mudavadi acknowledged the challenges governments face in communication and expressed hope that the platform would help bridge the gap.

“Sometimes, government is good at the business of governing, but not always very good at the business of communicating,” he noted.

“I was pleasantly surprised that the team quietly worked on this project, and I’m impressed by how they have embraced technology to ensure faster and more efficient engagement.”

Jacob Ngetich, Director of the Press Service, described The Phantom as a storytelling platform that reflects Mudavadi’s character—thoughtful, strategic, and grounded.

“Mudavadi has carved out a reputation as a tactful and trusted team player, never loud or brash, but always present,” Ngetich said.

The publication will also delve into Mudavadi’s key roles in shaping Kenya’s governance, from liberalising the economy during his tenure as Finance Minister in the 1990s to being one of the architects of the 2010 Constitution, particularly in anchoring devolution.

“This project is not just about looking back. It is also about looking ahead—explaining the thinking behind policy decisions and inviting Kenyans into a more open dialogue about where we are going as a country," Mudavadi said.

He called on the media to collaborate with his office through The Phantom, promising that public feedback will be highly valued as part of a two-way engagement aimed at building a better-informed society.
