
President William Ruto has called for stronger measures against corruption in Parliament, emphasizing the need for accountability across all government institutions.
Speaking on Wednesday during the Devolution Conference in Homa Bay County, Ruto said that some parliamentary committees have been demanding money from the executive, governors, and ministers.
He noted that such practices undermine accountability and public trust.
“I must say the legislature must be held to account. There are instances where money is being demanded from the executive, governors, ministers, and those seeking accountability before our houses of Parliament,” the President said.
Ruto urged National Assembly Speaker Moses Wetang’ula to take decisive action to address the issue.
“Mr Speaker, it cannot continue as business as usual. Committees of Parliament should not demand payments for report writing or overlook matters within county or national government,” he said.
The President called on all Kenyans to participate in the fight against corruption, describing it as a shared societal responsibility.
He also highlighted the role of the Judiciary, warning against practices that could impede accountability. “We have legal mechanisms, including anticipatory bail, which can sometimes delay prosecution.These need to be addressed to ensure justice is served,” Ruto said.
He stressed the importance of coordination among government agencies to strengthen anti-corruption efforts both at the national and county levels.
On devolution, Ruto described it as transformative, promoting equity through fair resource distribution and addressing historical imbalances. He added that it has enhanced inclusion by empowering communities, women, youth, and persons with disabilities to fully participate in development.
“Through collaborative frameworks such as the Intergovernmental Relations Technical Committee, the Council of Governors, the Summit, and intergovernmental fora, we have resolved challenges amicably and aligned policies and resources as guided by our constitutional vision,” he said.
The President concluded by pledging to accelerate the full transfer of all outstanding devolved functions under the Fourth Schedule of the Constitution, along with the necessary resources.
