CHAN 2024: Kenya stares at serious CAF sanctions over security lapses

The Confederation of African Football (CAF) has issued urgent directives to Kenya’s CHAN 2024 Local Organising Committee (LOC) following serious security breaches during the Kenya versus Morocco match at Kasarani Stadium.

In a letter dated August 11, 2025, CAF cited repeated lapses in crowd control, ticket management, and overall safety compliance despite earlier warnings and sanctions.

Key incidents included the overrunning of stadium gates by ticketless fans and holders of physical tickets distributed by the government, breaches of the perimeter fence, and loss of control at exit points.

There was also initial crowd control failure at Ngomongo roundabout, allowing uncontrolled access through multiple gates.

CAF further noted the use of tear gas and flash grenades, reports of live ammunition fired near spectators and staff, violent incidents involving stone-throwing at security personnel, and unsafe vehicle movement in fan areas.

The confederation criticised the inadequate police response despite repeated calls for intervention, the absence of medical incident reports despite injuries being reported, and insufficient communication tools, including lack of CCTV coverage at key entry points.

“These incidents present unacceptable risks to spectators, staff, and the integrity of the tournament,” CAF stated.

In response, CAF has ordered strict measures for all upcoming Kenya home matches at Kasarani.

These include capping attendance at 60 percent of stadium capacity — about 27,000 tickets — restricting entry to holders of electronic tickets only, and banning thermal tickets.

The LOC and government must also launch a public media campaign to reinforce safety protocols and entry requirements.

CAF warned that failure to implement these measures could lead to “more serious sanctions,” including the possibility of moving future host matches to alternative venues.

The letter, signed by CAF Director of Tournaments and Events Samson Adamu, urged swift action to “protect the competition’s integrity, ensure fan safety, and uphold confidence in Kenya’s commitment to the tournament.”
