CS Ogamba makes key appointments to varsity, education councils

Education Cabinet Secretary Julius Migos Ogamba has reappointed Habat Sheikh Abdi as the non-executive chairperson of the Council of the Kenya Institute of Special Education (KISE) for a further three-year term.

In a Gazette notice dated August 8, 2025, Ogamba confirmed that the reappointment is effective immediately.

Habat is an accomplished educational administrator who has been honoured with the Order of Grand Warrior (OGW) for his four decades of distinguished service in education.

KISE was established in 1986 through Legal Notice No. 17 of February 14, 1986. 

It is mandated to train personnel in special needs education, conduct research, assess children with special needs for educational placement, design, produce, repair and maintain specialised teaching and learning materials and other assistive devices for persons with special needs and disabilities.

The CS also announced new appointments to other education councils. 

He has named Musangi Mutua the non-executive chairperson of the Garissa University Council for a period of three years.

Kaimosi Friends University College council also gets a new chairperson. Ogamba has appointed Prof. Stanley Khainga who is also set to serve for a similar period of three years.

At Rongo University, Jones Musyoki Kimeu was appointed as a member of the council. He replaces Willy Kioko Malile, whose appointment was revoked.

Water Cabinet Secretary Eric Mugaa also made a series of appointments and reappointments. 

Hafswa Abdalla, Judith Mwamburi and Mohamed Masoud were reappointed to the Board of the Coast Water Works Development Agency, while Millicent Oduor and Mwita Maisoro were reappointed to the Board of the Lake Victoria South Water Works Development Agency. 

Hared Singira and Anastacia Njoroge were appointed to the Tana Water Works Development Agency Board, Beatrice Musyoki was appointed to the Tanathi Water Works Development Agency Board, while Stephen Kipkebut together with Stellah Karimi were appointed to the Board of the Regional Centre on Groundwater Resources Education, Training and Research. 

Additionally, Mung’athia Nicholas was appointed to the Board of the Athi Water Works Development Agency.

In the agriculture sector, Cabinet Secretary Mutahi Kagwe appointed Musa Abdullahi to the Board of Trustees of the Commodities Fund.

Meanwhile, Information, Communications and the Digital Economy Cabinet Secretary William Kabogo revoked the appointment of Musangi Mutua as a member of the Board of Directors of the Communications Authority of Kenya (CAK).

In the transport sector, Roads and Transport Cabinet Secretary Davis Chirchir reappointed Alvin Habwe to the Board of Directors of the Kenya Railways Corporation for another three years.
