Education Cabinet Secretary Julius Ogamba is expected to appear before members of the National Assembly’s Education Committee at 11 am regarding the status of Budget implementation for FY 2024/2025.

The meeting with MPs comes amid a funding crisis at HELB, which has seen 160,000 students miss loans.

HELB Chief Executive Officer Geoffrey Monari told the committee on Tuesday, July 15, that some 713,173 students applied for financial assistance with a total funding requirement of Sh48.18 billion.

However, HELB only disbursed Sh26.1 billion to 322,338 university students, leaving 103,214 eligible students unfunded due to a Sh11.5 billion shortfall.

For TVET trainees, Sh7.9 billion was disbursed to 225,048 students, but 60,274 applicants missed out, creating an additional gap of Sh2.2 billion.

The Jukwaa la Usalama initiative resumes with a meeting in Turkana

Lobby calls for accountability in national-to-county functions transfer

The transfer of national functions to county governments in Kenya is a key aspect of devolution, aiming to decentralise power and resources.

The process involves identifying and transferring functions, along with the necessary resources, from the national government to county governments.

In December 2024, President William Ruto ordered the transfer of all pending budgets and functions that are still being held by the national government to the counties.

The President’s order, if implemented, would end the prolonged infighting between the national and county governments over proper revenue sharing and pending transfer of functions that began in 2013.

Stakeholders convene in Nairobi to discuss Draft Public Benefits Organisations Regulations and disability inclusion

The Public Benefit Organisations Regulatory Authority in partnership with Christian Blind Mission (CBM), a disability-focused charitable organisation, has organised a Disability Sector Consultation Forum on the Draft PBO Regulations, 2025 currently being subjected to countrywide public participation in line with the Constitution.

The forum will be held at the Jacaranda Hotel in Westlands, Nairobi, from 9.00 A.M.

The Draft Regulations strengthen compliance requirements for Kenyan PBOs by mandating annual returns. This includes submission of audited accounts and comprehensive project reports to the Public Benefits Organisations Regulatory Authority (PBORA) by 31 March each year.
