The Kenya Medical Practitioners and Dentists Council (KMPDC) has issued a stern warning to health facility owners, administrators, and the public over the employment and practice of unlicensed medical professionals.
In a public notice, the Council reminded Kenyans that it is a criminal offence for anyone to practice medicine, dentistry, or community oral health without being duly registered and licensed by KMPDC.
“Any person practising as a medical or dental practitioner without being duly registered and licensed by KMPDC commits an offence,” the Council stated. Offenders risk a fine of up to Sh5 million, imprisonment for up to five years, or both.
The Council also cautioned those who hire unlicensed staff.
“Any person in charge of a health institution who employs or engages an unregistered or unlicensed medical practitioner, dentist, or community oral health practitioner commits an offence,” it added.
Such individuals face a penalty of up to Sh10 million, five years in jail, or both.
The statement stressed that foreign practitioners are only permitted to work in the location specified on their license.
All health facilities are required to inform KMPDC before engaging any foreign medical personnel.
“All foreign practitioners, including those undertaking postgraduate studies in the country, must register with KMPDC before engaging in work or studies,” the Council emphasised.
The Council urged institutions to report any unregistered or unlicensed staff currently in service.
“Any unregistered or unlicensed practitioner currently working in your health facility must be reported to the Council immediately,” the notice said.
According to KMPDC CEO Dr. David G. Kariuki, the Council is committed to safeguarding patient safety and public trust. “Non-compliance with these regulations undermines public trust and endangers lives,” he warned.
The Council announced it is currently conducting inspections and audits across the country, including a focused review of foreign medical practitioners, to ensure full compliance with the law.
