

President William Ruto will on Thursday, May 29, 2025, preside over the commissioning of Phase One of the LAPFUND Makasembo Affordable Housing Project in Kisumu.
Ruto, who commences a three-day visit to the Nyanza region ahead of the Madaraka Day celebration to be held in Homa Bay County, is expected to hand over keys to occupants of the completed 910 housing units.
He will also preside over the groundbreaking ceremony for Phase Three of the project.
Former Prime Minister Raila Odinga will accompany the head of state during the tour.
Kisumu Governor Anyang Nyong’o, alongside other senior government officers, conducted a site inspection of the project ahead of the planned event.
“We are honored to host President William Samoei Ruto, who will hand over keys to Makasembo phase one beneficiaries,” he said.
The commissioning of the new housing units by the Head of State comes just a week after the handing over of keys to beneficiaries of the new Mukuru estate in Nairobi’s Embakasi South.
It is among the several other projects across the country that have been completed and ready for commissioning as part of the government’s continued commitment to provide decent housing and ensure more Kenyans own homes.
The LAPFUND Makasembo project was launched in 2021 as a partnership between the Kisumu County Government and the Local Authorities Pension Fund (LAPFUND).
Once completed, the project located on a 11.6-acre land, will deliver a total of 1,870 housing units and 1,754 parking spaces.
Phase One includes 910 housing units, while construction of Phase Two is currently underway.
Phase Three, set to begin, will further scale up the delivery of affordable homes in the lakeside city.
The housing mix caters to both low and middle-income earners.
The low-cost segment comprises 570 units-180 one-bedroom, 100 two-bedroom, and 290 three-bedroom homes, with 544 parking spaces.
The middle-cost segment includes 600 two-bedroom and 700 three-bedroom units, offering 1,300 houses supported by 1,210 parking bays.
The development will also feature preschools, a daycare centre, boreholes, solar energy, high-speed lifts, landscaped gardens and play areas.
Ruto and Raila will then head to Kirembe to preside over the commissioning of the Lake Victoria Point affordable project.
A total of 110 affordable housing units, comprising 30 studios, 40 one-bedroom units, 38 two-bedroom units, and 2 studio-cum-shops, are now complete and ready for occupation at the Homa Bay Affordable Housing Project.
Utility installations and interior fittings have been fully done, with final landscaping and access road construction underway.
Beyond housing, the project has created numerous formal and informal job opportunities for local residents, including jua kali artisans, thus empowering the community economically.
