ODM demands enhanced security for Arati amid alleged threats

The Orange Democratic Movement party has demanded enhanced protection of Kisii Governor Simba Arati following allegations of police harassment.

In a statement on Monday, ODM also called for hastened action against those behind the harrasment.

"We demand that Arati be accorded maximum security as required by law and action taken against the perpetrators of the illegal plans and threats to his life," the party said.

The party expressed regret that the government was yet to act since the emergence of a leaked audio clip of a telephone conversation between Arati, the party's national vice chair, and a person alleged to be a senior police officer.

In the five-minute clip, the person is heard speaking of a plan by police to "take charge" of the political situation in Kisii County.

The voice in the clip is heard issuing orders for Arati and his supporters to be dealt with.

As part of investigations into the alleged intimidation, the state through the Directorate of Criminal Investigations (DCI) applied for search warrants in the homes or houses of 14 of Arati's supporters.

In a miscellaneous application before the Chief Magistrate's Court in Kisii, the DCI alleged that the 14 individuals are in possession of illegal weapons which were used to commit criminal offences in the county. 

Further, the court heard that the individuals are still planning on carrying out unlawful acts.

"I have information that the respondents are organising criminal activities which is a threat to the public safety and that of the entire Kisii County. I'm carrying out investigations of the respondents pursuit to intelligence reports," an affidavit by the Kisii County Criminal Investigations Officer reads in part.

The officer asked the court to grant permission "to enter, search and obtain any crucial information, documents and items from the homes or houses belonging to all respondents".
