Marsabit ward administrator arrested over forged academic certificates

A ward administrator for Marsabit Central has been arrested for allegedly using forged academic documents to get employed.

The suspect was apprehended on Monday and is currently being held at the Ethics and Anti-Corruption Commission (EACC) Isiolo Regional Offices.

Later on, he will be booked at Isiolo Police Station awaiting arraignment before the Isiolo Anti-Corruption Court on Tuesday.

Confirming the arrest, EACC Spokesperson Eric Ngumbi said besides charging the official, the Commission will recover and return to the government all the salaries and benefits that he has earned over time.

"This is the monies and benefits earned on basis of the fake certificates over the years, as his illegitimate employment amounts to fraudulent acquisition of public property," Ngumbi said.

Prior to his arrest, EACC conducted investigations into allegations that he used a forged Diploma in Community Development and Social Work, and a KCSE Certificate to fraudulently gain employment in Marsabit County.

He has been working at county government since 2018.

Upon conclusion of the investigations, the Commission recommended charges which the Office of the Director of Public Prosecutions (ODPP) concurred with.

The charges include fraudulent acquisition of public property, deceiving principal, two counts of forgery and two counts of uttering a false document.

Still in the region, the EACC arraigned police officers who demanded Sh50,000 from an al-Shabaab suspect.

David Irungu and Hassan Liban Hassan based at Merti Sub-County within Isiolo were charged with bribery and robbery with violence.

The court heard that they demanded the amount from a suspect they had arrested and detained for allegedly being a member of the outlawed Al-Shabaab Association.

While armed with a rifle, they are said to have frisked the complainant and robbed him of an additional Sh57,000.

They pleaded not guilty to the bribery and robbery with violence charges and were released on a cash bail of Sh300,000 with an alternative of Sh500,000 bond.

The hearing will be held on May 27, 2023.

The Ethics and Anti-Corruption Commission on Friday published its 4th quarter report on completed investigations into allegations of corruption for the period covering October 1, to December 31, 2023.

The report gazetted Friday by EACC chairperson David Oginde and CEO Twalib Mbarak shows that the commission completed investigations on 27 files during the period under review and forwarded them to the ODPP’s office.

The report shows that the commission recommended the prosecution of suspects in 24 of the files “including current and former high-ranking State officials”.

The report says the Director of Public Prosecutions (DPP) accepted recommendations to prosecute cases in seven of the 24 files.

It includes the prosecution of a former governor into allegations of conflict of interest and receipt of irregular benefits of Sh56,740,325.
