Eyes on Parliament as MPs debate dialogue team's report

Focus has now shifted to Parliament as the lawmakers start debating the dialogue team’s report that seeks to unlock the political impasse between the government and the opposition.

Both senators and members of the National Assembly are expected to start debating the report by the National Dialogue Committee.

The committee was co-chaired by Wiper boss Kalonzo Musyoka (Azimio) and National Assembly Majority Leader Kimani Ichung’wah (Kenya Kwanza).

The report has already been tabled in the two houses ahead of the debate.

In the Senate, the lawmakers are debating the report from Thursday afternoon after it was tabled in the House by Majority Leader Aaron Cheruiyot.

The report was tabled in the sister house last December.

The report proposes a raft of amendments to the constitution and the law to streamline among others the reconstitution of the IEBC panel to pick new commissioners.

The panel, the report proposes, shall among others consist of one picked by a parliamentary party or coalition of parties forming national government and the other by the opposition.

The IEBC has been without chairman and commissioners since January last year following the retirement and resignation of commissioners.

A selection panel that was put in place to recruit new commissioners has halted the exercise following the dialogue between President William Ruto and opposition Chief Raila Odinga’s wings.

The report also recommends that Article 140 (2) of the constitution be amended to increase the timelines within which the Supreme Court shall hear and determine a petition challenging the validity of presidential election from 14 days to 21 days.

NADCO report wants President Ruto and Rila and their troops in Parliament to cooperate in the ‘verification’ of the 2022 presidential election.

“Within 21 days of the adoption of this report by Parliament, the leadership of the majority and minority coalitions shall appoint a panel to evaluate the 2022 electoral process,” the report says.
