It should be known that for every Sh100 there is Sh15 that should go to counties.
It is bad manners (to withhold or delay the money), in my view, because we are not begging the national government to release these funds, it is a constitutional requirement.
Let us just stick to the constitutional requirement.
Parliament, both Senate and the National Assembly, should not send out any funds to state department for devolved functions.
Those resources should go to counties so that we have equitable distribution of cash. My reason for saying so is that these agencies are not covering every part of the country.
For instance, in the Water Ministry, you will find they have projects scattered unevenly across the country.
If those funds are channeled to countries, you will be sure there will be even distribution of those crucial resources.
Parliament should not apportion funds of devolved functions to national government departments or agencies.
The current administration should support that initiative because that is the only way to ensure the country is developed and every part of the nation is transformed.
The counties are in bad shape as a result of the incessant Treasury delays, we had a meeting in Mombasa and we have a forum where we are sharing. I tell you things are worse.
There are situations where contractors cannot transact business with counties because of credibility issues. They (counties) have not been paid for a long period of time.
I think there is also the issue of attitude, why are employees of national government paid salaries regularly and the government hold funds for almost four to five months - monies meant to pay salaries of county staff.
In a way, without knowing or intentionally, the national government may be intending to kill devolution in this country, but I know that will not happen with the current administration.
We need to be serious with devolution.
