The Prime Cabinet Secretary Musalia Mudavadi has urged Parliamentary Liaison officers to be true agents of change.

In a statement read by the State Department for Parliamentary Affairs in the Office of the Prime Cabinet Secretary PS Aurelia Rono Mudavadi said they should equip themselves with knowledge of the arms of government.

"Enrich yourselves with an understanding of the operations and functioning of the Executive, Parliament, and Judiciary as constitutionally intertwined arms of government but in the same breath functionally differentiated for the realisation of the Rule of Law and service delivery to the citizenry," he said.

Mudavadi said as parliamentary liaison officers, their roles will be critical in bolstering cooperation between the three Arms of Government.

"This Workshop should empower you with tools to ensure policies and legislation originating from your institutions are aligned to the Government’s Development Agenda," he said.

"The policies should be processed more efficiently and in a timely manner with any challenges to the processes being identified and mitigated. No challenge should be left to fester under your watch."

The CS said that the legislative agenda narrows down to a programme of proposed legislations to support policies and programmes of government.

He challenged the officers to enrich themselves with the knowledge and expertise that will aid in canvasing well on key matters of the National Interest.

He urged them to open government partnerships, strategies and initiatives based on the principles of transparency, integrity, accountability and stakeholder participation for consensus and ownership.

"The success of government depends on the synergy, teamwork and partnership between the Office of the Prime Cabinet Secretary and various ministries, state departments and agencies where you have been deployed,” he said.

Mudavadi said the officers will be crucial under the philosophy of delivering as one to achieve the Bottom-Up Economic Transformation Agenda (BETA) as a key pillar towards the realization of the Kenya Kwanza economic resuscitation agenda.

He said they should be foot soldiers and boots on the ground in the MDAs in relation to a number of areas such as reporting on the progress of the development of policy and legislation, inter-ministerial liaison on cross-cutting policy and legislative development issues.

The Prime Cabinet Secretary emphasised the commitment towards the realisation of the country’s desired aspiration for growth, equity and sustainability as a country will be anchored on a rigorous process of competitive policy formulation, and institutional and legislative frameworks.

"To achieve this, it will entail the engagement of the citizenry in governance and formulation of legislative policy through the enhanced synergy of purpose imperative under the principle of the whole-of-Government approach," he said.

Mudavadi called out on the officers to always adhere to career discipline that will reflect through consistency of action and methods, and consistency with values.
