The government aims to drill boreholes, construct water pans and build sand dams to provide enough water for both domestic and industrial use as well as irrigation.
Water PS Kipronoh Rono says the plan is to address the short-term water challenges for 10 million households.
It involves a new strategy to be implemented through the programme called Maji Nyumbani.
"The current administration has put a lot of focus on water to address long, short and medium term issues given the importance of water in human lives," Rono told the Star on Tuesday.
The government will also construct 100 dams to address the water problem in the long term.
Rono said the programme involves identification and implementation of water initiatives like drilling of boreholes in schools, construction of small and medium-term water pans and construction of sand dams.
It will also involve harvesting of rainwater from roofs and supplying water tanks, repairing and maintaining existing boreholes, desilting water pans and harvesting water from springs and distributing it to houses through gravity.
The PS said the programme is expected to employ one million Kenyans both directly and indirectly to enhance water through connection to some 10 million households.
"The program is aimed at focusing on projects that require minimal cost but have high impact and a quick turnaround.This will enable the government to deliver on its agenda of clean, safe and adequate water. It will include reducing hunger and saving lives for all Kenyans," Rono said.
