The Kenya Kwanza government has revealed the much-awaited Hustler fund oversight advisory board.
In a gazette notice dated January 20, 2023 Cooperatives and MSME Development CS Simon Chelugui appointed Irene Karimi as the chairperson of the newly established Financial Inclusion Fund (Hustler Fund).
Karimi will serve for a term of three years.
CS Chelugui also appointed Lawrence Kibet Chelimo, Paul Musyimi and Hardlyne Lusui to the board.
Earlier this month, the CS had revealed that the names of the members who will seat on the board had been forwarded to various state agencies to commence background checks on the recommended individuals.
The names had been forwarded to relevant state agencies including the Directorate of Criminal Investigations, EACC and the National Intelligence Service for proper background checks before the nominees are given the green light to oversight the hustler fund.
Chelugui appointed the four officers in accordance with section 10 (I) of the Public Finance Management Act (Regulations, 2022) on the Advisory Board.
According to the regulations the board provides oversight on the administration of the Hustler Fund and consists of three other persons who are not public officers.
The Fund’s administrator is an ex-officio member.
Karimi holds a Bachelor of Business Administration from Andrews University, Berrien Springs, Michigan.
She is also a Certified Performance Technologist (ISPI, 2007) and holds certificates in project management, project analysis, monitoring and evaluation from the USDA graduate school in Washington, DC.
Karimi has described herself as an international development professional with more than 30 years of experience in project management, organizational development and training, access to finance, investment, grants management and quality assurance.
Lusui holds a Bachelor of Information Science from Kenya Methodist University and a diploma in Information Studies from Eldoret Polytechnic.
She describes herself as a person with excellent leadership and communication skills; analytical and organizational planning and financial skills.
Currently, Lusui is pursuing Master's Degree in Women Leadership and Governance at the University of Nairobi.
Chelimo boasts 16 years of experience in treasury, tax, applied intelligence, and innovation, investor relations, financial reporting and analysis, strategic planning and analysis, corporate development functions and Financial Markets.
Chelimo holds a Master of Business Administration from the University of Nairobi, a Bachelor of Commerce (Finance Option) from the University of Nairobi, and a Bachelor of Laws (LL.B) from the University of Nairobi.
He is currently pursuing Masters in Public Policy and Management (MPPM) finalist from Strathmore University with exposure to the international module from New York University, Wagner School of Public Service.
The 40-year-old is also a Member of the Institute of Certified Public Accountants of Kenya and the Institute of Certified Public Secretaries of Kenya, the International Public Policy Association and the Law Society of Kenya among others.
Also joining the Fund’s board is Musyimi, a lawyer by profession.
He holds a Master of Laws (LL.M) from the University of Nairobi School of law and a Post Graduate Diploma from the Kenya School of Law and a Bachelor of Laws (LL.B) from the same institution.
