Increasing judges' and police salaries are top of the Roots Party agenda in its quest to deal with corruption if elected into office on August 9.
Deputy presidential candidate Justina Wamae said judges and police officers have been abating corruption by accepting bribes because they are poorly paid.
"They abate corruption because one steals money and shares a portion with them."
Justina was responding to a question by moderator Zubeida Koome on how hanging corrupt individuals would help recover stolen public funds.
Justina said the salary increment will act as incentive for the judicial officers and the police to uphold integrity in the prosecution process of those accused of corruption before they face the noose.
"There is a judicial process, a fair hearing and we have to recover the assets first before they are hanged," she said.
Introduction of the death penalty is among the proposals that the roots party has made in its manifesto as a way of eliminating runaway corruption in the country.
But speaking during the deputy presidential debate, Agano Party deputy presidential candidate Ruth Mucheru differed with the proposal saying its impractical as far as recovery of looted assets is concerned.
She said no corrupt individual would agree to indicate where the loot is hidden knowing pretty well they would still be hanged.
"May the first two might be caught in the process of recovering stolen funds, but others will probably say if you want to hang me finish me and let others enjoy the funds I stole," Mucheru said.
