Treasury Cabinet Secretary Ukur Yatani has proposed an amendment to the Insurance Act so as to compel bodaboda riders to take covers for their passengers.

"I propose to amend the Insurance Regulation to require motorcycle and three-wheelers used by the fare-paying passengers, to take insurance for their passengers."

Speaking during the Budget Release for the financial year 2022/23 on Thursday, Yatani said that the increase of commercial motorcycles and three-wheelers on Kenyan roads has also led to an increase in accidents.

"Yet the motorcycle owners do not have insurance cover to cater for any treatment in case of accidents, compensations in case of death or any damage cover," he added.

Yatani added that informal sector workers will not get a government-backed pension scheme, Kenya National Entrepreneur Savings Trust (KeNST).

It will be targeting 15 million marginalized informal sector workers.

Further, he added that the government will restructure the M-Akiba platform for safe and secure financing of the workers.

Yatani added that the Government will facilitate the enactment of the Disaster Risk Management Policy Bill and update the Disaster financing strategy so as to strengthen Disaster Risk Management in the country.

The CS further proposed the allocation of Sh20.6 billion for stimulus programs.

The programs will include Sh2.1 for youth empowerment and employment programs like Kazi Mtaani among other agendas.

"These are the government's spending priorities of the coming financial year to support economic recovery for the well being of Kenyans," he said.
