VIHIGA COUNTY ASSEMBLY ON THURSDAY.

THE Vihiga Transport chief officer, Tom Kisia, on Thursday survived a motion to suspend him.

Kisia was accused of abuse of office.

Instead, the mover of the motion was summoned by the Powers and Privileges Committee to answer the questions raised during the debate.

On Wednesday, Transport and Infrastructure Committee chairman Nixon Butiya tabled the report recommending Kisia’s suspension.

During the debate, MCAs said Butiya should have written to the speaker and asked him to form a special committee to investigate the officer. They said “Butiya had gone too far”.

The MCAs said it is wrong for the Transport committee chairman to investigate Kisia, who is in the same department.

They said the report recommending Kisia’s suspension borders on witch-hunting.

Wilberforce Kitiezo of Wamuluma Lugaga ward and a committee member asked the house to reject the report. He said it was not what they compiled.

Central Maragoli MCA Abdallah Chogo said Butiya is using the assembly to settle scores with Kisia.

Nominated MCA Khaled Hamisi tabled a letter showing Butiya received Sh50,000 from the CO.

Butiya denied the allegation, saying the letter was doctored to divert the MCAs’ attention. Seven out of nine committee members signed the report.

But members Benedict Kiwanuka (Busali) and Zacharia Murefu (Chepkoyayi) did not sign it, saying it had irregularities.

Transport committee vice-chairman Josephat Munayi said he was forced by Butiya to second the motion.

Munayi said the report they compiled was changed.

“The one tabled has a lot of changes which were not in the initial report that we signed,” he said.

Munayi said their original report recommended Kisia be transferred, not suspended.
