DP William Ruto on Monday said Rift Valley residents will vote without threats, although he claimed officers in the Office of the President were scheming to cause poll chaos using chiefs.

Speaking during Kenya Kwanza campaigns in Eldoret town, the Deputy President said the DCI and the OP officials were behind hate leaflets circulating in parts of the North Rift.

"Previously, the likes of DCI boss [George] Kinoti tried to bring back issues of post-election violence but he was told off by President Kenyatta. We urge the President to again stop their latest attempts to cause chaos," Ruto said.

He said Uasin Gishu and the region was home to all Kenyans and those plotting violence would not succeed.

"The people from other communities who are here should feel free and at home because we are mature and above petty schemes,"Ruto said.

At the same time, he warned adversary Raila Odinga that he will not swear himself in as president after losing in next week's elections as he did in 2017.

Ruto said he was sure of victory and Raila should prepare to go home and rest.

He was with his running mate, Rigathi Gachagua, ANC leader Musalia Mudavadi and Ford Kenya boss Moses Wetang'ula, among others.

Ruto welcomed President Kenyatta remarks that he would hand over power to whoever wins in next year's polls.

The DP said he was confident of victory next week and Uhuru should prepare to go home with handshake partner Raila.

He accused President Kenyatta of betraying the support he received from residents of the region during the last two electrons.

Ruto said it was unfair for Uhuru to support Raila, ignoring more than eight million supporters who voted for the Jubilee administration.

"I would not be the William Ruto I am today without the people of Eldoret," Ruto said.

He said after they formed the government they achieved a lot in developing the country through extension of the road network, electricity and education projects.

He said next week, Kenya Kwanza will have an opportunity to form the next government and development the country.

He said in 2013 and 2017, Kenyans rejected tribalism and formed government without Raila and Martha Karua.

He dismissed the duo as not worthy of leadership.

"Those we are competing with were here yesterday and they never told you about any plans they have for this country. They cannot manage this country," Ruto said.

He insisted Raila avoided the recent presidential debate because he had nothing to tell Kenyans.

"I wanted to ask him about the Kemsa scandal but he knew and avoided to come," Ruto said.

He accused the former PM of 'cleansing' corrupt politicians who back the Azimio side.

"I also wanted to ask him about his sponsors, who are the ones involved in 'state capture', but he failed to come.

"Even if you don't like me, you should have come to answer Kenyans who were waiting to hear about your plans," Ruto said.

Ruto told Raila to stop relying on the so-called 'deep state' to help win elections.

"They are cheating you because it's these ordinary Kenyans who will decide next week and not that deep state," Ruto said.

He outlined plans by Kenya Kwanza to uplift the country's economy through the bottom-up economic model.

"We will also put in place a healthcare plan that will ensure all Kenyans easily access medical care without paying anything,"Ruto said.

He said the Jua Kali sector would also be linked to TVETs to ensure more jobs are created for the youth.

Ruto urged residents to vote wisely during the elections and elect Kenya Kwanza, which he said is committed to develop the country.

He accused the ODM leader of planning to reject the poll results next week by claiming the IEBC was unfair.

Ruto noted that Raila freely campaigned in Eldoret on Sunday but claimed he always incited residents of Nyanza against Kenya Kwanza.

"It's unfortunate that we can not go to his backyard because our friends always plan violence," Ruto said.

He said they welcome Raila to Eldoret so that he carries the shame of not allowing Kenya Kwanza to campaign in his backyard.

Gachagua asked residents to wake up early and vote so that "our opponents will wake up and find that we have finished elections."

Election fuel shortage

Gachagua also welcomed Uhuru's remarks that he would hand over power to the polls winner.

"We only want him to go a step further and stop Karanja Kibicho so they should stop fomenting ethnic animosity in Kenya," he said.

Gachagua said the Kenya Kwanza government would increase salaries and allowances for police officers once they take power.

Mudavadi called for a peaceful transition, saying those who plan to overturn the will of the people would not succeed.

He said the government was also planning to cause a fuel shortage starting this week as part of measures to interfere with the elections.

The former Vice President applauded residents of the region for maturely welcoming Azimio to Eldoret, although Kenya Kwanza team was being blocked from using Bukhungu Stadium in Kakamega.

Wetang'ula said Kenya Kwanza had a plan to transform the country.

"We are not standing with Ruto because he is your son but because he has plans to improve the economy of this country and change the lives of Kenyans," Wetang'ula said.

The Bungoma senator also condemned circulation of hate leaflets and urged Kenyans in the region to vote freely.

"Turn out and vote early and we urge our youth to also ensure they protect our votes," he said.

He added that Kenya Kwanza had campaigned enough and they were sure of victory.

"Uhuru said he was ready to hand over power to anyone but we are telling him there is only one winner next week and that is William Ruto,"Wetang'ula said.
