Chile regrouped and put pressure on Kenya with Cristobal Game touching down and converting his try to reduce the margin 10-7.
Shujaa stepped up the tempo and Okoth, who was having a blinder, combined with co-captain Tony Onyango to put Chrisant Ojwang over the whitewash with Onyango converting for a 17-7 lead at the interval.
On resumption, Kenya toyed with the South Americans with Samuel Asati,Vincent Onyala and George Ooro each scoring a try to put the game beyond reach.
Shujaa had mixed start to the qualifiers, beating Samoa 19-12 in the opener as speedstar Patrick Odongo grabbed a brace with Onyala scoring a third.
Kenya were, however, brought crashing back to earth with a 10-5 loss to Spain in their second preliminary match.
