Is Police IG Hillary Mutyambai (pictured) aware senior police officers in a notorious spot under Pangani police station are protecting chang'aa brewers? The officers have been part of cartels giving the brewers time and protection to prepare their stuff in broad daylight along the Mathare River. The brewers reward them with hefty bribes. Hardworking officers are frustrated as they cannot enforce the law in an area designated as a ‘protected zone’ by their seniors. The brewers are having having a field day, often preparing their liquor in huge cooling drums using sewer water. Honest cops  want the police boss to step in and crack the whip.
